As your question indicates, that's a pretty hit and miss situation with many unpredictable factors including luck. Much would depend on the weather and the specific weekend. One thing you could do is to stop by the visitor center near the entrance and ask the staff there for their advice. They are extremely helpful and knowledgeable. I am sure they get this question often They also have some lovely educational exhibits. If you just need a picnic table or two, you will likely find one open. But the shelters will likely get taken early and, you don't want a problem for your big event. While you are there, go check out the places and see which one you like and hire a couple of teens to bag them at dawn for you?
